  Electon cards are often issued to poorer people or those with a bad credit rating, or just people who don't want to go overdrawn or to foriegners from countries with different attitutes to overdrafts.

I tried to get hold of a Visa Electron card because certain airlines will apply a ^14 surcharge to use of any card except a Visa Electron (presumably because not many of their customers will have one).  I'm always getting inviations for credit cards so I thought an electron card woudld be easy to get hold of (afterall the Bank wouldn't be giving me credit).

I discovered that the cards are only available from certain banks and only in conjunction with a "basic bank account".  Obviously, there is more money for the banks in trying to get you into credit card debt than giving out a card that prohibits irresponsible borrowing.
