It's a case of looking to see if a Trainee Driver vacancy ever comes up, they do sometimes get advertised externally, but not always.

Southern current has a vacancy in the London area: https://www.southern.candidata.co.uk/view.aspx?JobID=1283 which gives you bit more detail on the role. Obviously that is Southern Railways specific, but other companies would be similar.

Try these sites. They give a lot of useful information and an insite to the role.

I believe the age limit (where you will be realistically considered) is 21, however prvious railway employement is usually beneficial. Not to mention good colour vision and various other factors.

A few years experience in say a platform / train dispatch will help, as applying directly from out side of the railway is for some people a massive culture shock due to the fact that the amount of information you have to learn and retain over the 12 months plus training course
