From the FGW website :

07:30 Cardiff Central to Portsmouth Harbour due 10:54

This train has been revised.It will additionally call at: Freshford and Avoncliff.This is due to a train fault.

I presume this was because 0725 Bristol Parkway - Westbury was cancelled throughout this morning...
