Devon and Cornwall have some of the cheapest fares in the country, after all. Where do they find these people? I assume they approach anyone at the station brandishing a copy of the Daily Mail, and then filter out anyone who thinks they're getting a more-or-less OK deal.

Example: A CDR from Truro - Plymouth in the last year of Wessex Trains I think was about ^10.40-ish, but definitely over ^10.
