Title: The other sort of sleeper

Apologies if I have been asleep, but are the railways using plastic sleepers for laying the rails on?

Things seen yesterday triggered the observation;some very light coloured sleepers (wot no creosote), also on end view various what look like circles/rings. Problems of waiting at Fareham.
