Tewkesbury borough and Cotswold district councils could merge in a bid to save millions of pounds. It would mean the loss of 17 senior officers. The two authorities already share a chief executive (link below.)

The new super-authority would stretch from Bredon in the north to Kemble in the south.
The arrangement would see Cheltenham Borough Council becoming the jam in the doughnut, surrounded by Tewkesbury Borough and Cotswold District.
But Cheltenham Borough Council's chief executive Andrew North says the new arrangement would be good for Cheltenham.
