Network Rail to do more, for less

"Network Rail (NR^» ) has been ordered to increase efficiency while getting by on less money than it asked for. The Office of Rail Regulation said the infrastructure firm will have just under ^27bn to spend in the next five years - ^2.4bn less than it wanted."

On a related note, the ORR^» have turned down Network Rail plans to impose a ^7.2 million ^lavatory levy^ to cover the cost of clearing effluent off the lines (link below.)

Presumably if they had been sucessful in getting this levy the franchisees would pay and then have their franchises adjusted in their favour to cover the costs which would make the whole things rather pointless?

To be fair, there have been a lot of articles focusing on the impact of the ORR announcement, which can be found in the relevant forum sections or "Greater Britain Round-ups."

I'd agree though, that your comment is probably valid regarding the Telegraph article.
