Hmmm ... scope (I fear) for another army of statistitians like the delay blame attribution gang. But, yes, there could be an alternative mechanism to the supposed free market of "if you don't like the fare, travel with another operator or use a different type of transport" way - which is what it's based on at present, with heavy layers of regulation on about half of the fares.
