Modern journalism sometimes simplifies stories to the extent they're no longer quite true.    What line do you think this report applied to, and in which publication can it be found?

Bourne End to High Wycombe

(Happened to be reading it myself  Roll Eyes)

100K for a consultation for a line that I really think will not go ahead.
Too many obstacles such as industrial units that have been built on the existing alignment. Level crossings that would have to be built against NRs» (Network Rail - home page) wishes such as the A4155, Treadaway hill and White Pitt Lane to name a few. The latter two being on extremely steep hills and would require major modifications to turn them into bridges/underpasses.

I'll admit though that a large % of the route is currently footpath/farmland

Goodness that was solved quickly.  Especially as it wasn't a Beeching Closure (and there weren't 2000 stations closed in 1970 either!)

Continuing for a mo on your part one: Reading between the lines, this is a study designed to prove that the route is not viable and forever lay it to rest. If obstacle-dodging light rail doesn't cut the mustard, a heavy rail blast-through is doomed (read "planned") for failure; IMHO ('in my humble opinion').

Comments to the Free Bucks article appear to echo the same - it's about housing on old railway land, not transport links.

Completely agree, just seems a waste of money, just simply say no line and that's that, spend the money on something more worthy.

Here's the sort of problem ... not on the Bourne End to High Wycombe route, but another line in the Home Counties.
