[here]Comment from a knowledgeable contact today - there's a real worry that the new guidance / rules require community bus drivers under section 22 to have PSV licenses, and that will cause real problems in finding enough volunteers who are prepared to go through all of that. Section 22 services, as I understand it, are the town and village buses that will take anyone who wants to the town shopping or out for the day, as opposed to club / society / organised groups who come under section 19.
