Attached is a comparison table detailing the changes from the previously published NRCoT. I can't see any changes that negatively affect the contract between passenger and train operators, but I have only skimmed through it.

There's an internal differences list that escaped onto railforums (accessible to members only).

There is also a lot of comment that the rules for delay repay have been made more restrictive, notably in the way the "Published Timetable of the Day" is cited as applying for refunds and compensation. But there's a lot of comment that this makes little difference too.
