Curiously enough, the Accident and Emergency unit in Melksham closed aboout 6 months ago, and the facilities are now in Trowbridge or Chippenham. My Dad had an eye operation - day surgery - and we took him to Westbury for that. And Also within the last year, the Wiltshire and Swindon Heritage place has opened on Cocklebury Road near Chippenham station. It covers the whole of the current Wiltshire Goverment area, with the two largest towns involved being Salisbury and Trowbridge.
There is certainly a move towards centralising specific medical and other facilities - from reducing the number of post offices through to access to government services to medical treatment centres. But ... as you say ... perhaps no-one has told the DfT

P.S. Melksham Hospital is now the specialist leg ulcer centre for miles and miles around, so there's a good inbound traffic to the town of people with gammy legs!
