How about if any franchise operated by or in partnership with any foreign-owned or foreign nationalised railway operator would not be allowed to charge a higher fare per kilometre than they do on their home turf?

Why, when we allow their UK (United Kingdom) staff higher pay rises, and thus they incur higher costs

I would expect there are areas that our TOCs (Train Operating Company) operate abroad where track access charges are yet to arrive.

That would be illegal protectionism. 

And, in my opinion, foolishness.  What difference does it make whether excess profits go to a private company that may or may not pay much tax, or to a company owned by a foreign government?
