The article also comments on the lack of consultation with the neighbours, and includes reference to a statement from Network Rail that they have (to some extent) but they don't have to because it's on their land.    They haven't mentioned it to the passengers who go that way, nor to the CRP^▸ (Community Rail Partnership) ... but then Network Rail have abolished the posts in their organisation that used to do community Liaison.   Whether there's a logical desire / need / reason to liaise with rail users is an interesting question - whether morally they should, especially as we (the public) own Network Rail is also an interesting question.

Oh good grief do they realise how many neighbours Network Rail has; to consult with them all would take for ever. 
I doubt that "ancient oaks" were felled if they were it would because of a risk of them falling, I expect NR^» (Network Rail - home page) would have advised the local authority of the work.

There is a very good reason why trees and scrub are cleared now .......... its outside the nesting season.

At the end of the day NR is obliged by law to maintain the safety of its property, to operate a safe and reliable railway; they are obliged to consult with adjacent land owners any activity that may effect adjacent land.  It does not have to consult with local residence about cutting down trees unless it is likely to effect the adjacent land.
