Health & Safety gone mad or something else?

Yesterday I went to Bath for the first time since mid-January.

When waiting for return services I have almost invariably leaned on the wall towardsthe Bristol end of the station and watched the congestion go by on Dorchester Street. But not yesterday I didn't - a fence has appeared - the sort of thing you see around construcion sites. But I could see no construction or repairs going on.

Does anybody know the answer?

The Heras fencing? It's been there a few months now and looks to be permanent(ish). I first saw it on the 8th December last year when I was heading to Waterloo - and took a photo as it felt symbolic of the general crapness. Don't know what prompted its appearance but not really a good look for a grade 2* listed building.

Suppose it makes it more difficult to drop things (deliberately or accidentally) on people below.

It's spreading. The perimeter wall of the car park up the ramp on the down side has gained Heras fencing.
