A couple of thoughts on this...
It's 16:19 from Cardiff - not quite the classic 5pm peak, but a time of day that tends to pick up a mix of 4pm-finish commuters and heavy leisure flows. I wonder how the trains are sampled - is it on one occasion, or an average? That is, given the mix of 2 and 3 car trains on the route, is this based on the average loading/diagramming or what turned up on particular date/s, which could affect the relative crowding on that train.
Also with certain London routes there's a steep increase in fares for the evening peak. Some of the local routes out of Cardiff do have evening peak restrictions which would cover a 4pm service, but Day Return v Anytime Day Return won't necessarily make a huge difference. On certain routes out of London the peak fare makes makes a huge difference. Post-Covid perhaps this has caused certain services esp on InterCity routes to drop out of list; a couple of times in the last year or two I've caught peak trains out of
PAD» , and had to work out cheap splits (and plan around stopping at
DID▸ ) to handle the peak fare, but found the trains to be not especially busy.
On routes where leisure travellers are less priced out, perhaps evening peak crowding is therefore more of an issue with the mix of demand, but perhaps post-Covid skewing the height of the peak from 5/6pm to more like 4pm?
The relative dominance of Thameslink in the list is interesting. High frequency service helping to grow demand despite the loss of the some of the most captive market, perhaps.
