In the scenario that someone's travelling on an off-peak ticket and their intended train is cancelled/runs late resulting in the next train available is a peak time departure, do terms and conditions allow them to travel on the peak time service?

This might also involve a cross-London journey, where their inbound train is late/cancelled and they find themselves at a London terminal after the evening peak is under way.

Hmm. There are different answers for different scenarios.

If your train is late, you have to wait for it unfortunately.

If it is cancelled, you can travel on the service afterwards, and indeed, if you are aware early enough, the train before.

If you are on multiple connections, If any train is late, you have to still travel on it & catch the next available service(s) of later connections. If you suffer a cancellation, the above applies to that journey & later connections can be made as you arrive for them.

I am reading the question a little differnt to ChrisB - hence my answer is a little different.   

If you are travelling on an off peak ticket and a National Rail service goes wrong such that your connection, or one of a series of connections, drops you into the peak then you are allowed to travel on the first available peak train rather than having to wait for the peak to be over.  Whether or not that's written into the conditions of travel or is somewhere else or is an unwritten rule, I know not.

If the error is yours such that the miss the last off peak train, or the connecting service that fails is not a national network one, I dont think the dispensation applies - so if you are delayed from Chesham or Brussels or Ryde, tough?

It applies from Eurostar, mind.

Onto Eurostar, you need to purchase a ticket to London Terminals CV, I think only from ticket offices or on-train if no ticket office available.

Also, I *think* it does apply if your bus or tube is cancelled, certainly n London.

Bearing in mind that you need to produce evidence of your Eurostar ticket to obtain that - hence only being able to purchase in person
