Air conditioning on trains - apparently excessive sometimes - if working at all?

I am posting here on behalf of SWMBO^▸ (She Who Must Be Obeyed (affectionate term for wife or female partner)), who travelled by train from Exeter back to home in Nailsea this afternoon, on something like the second hottest day of the year yet recorded.

Apparently, the train's air conditioning was working - so much so that several other passengers complained to the train manager that it was 'too cold'.  He ruefully explained to them that he couldn't moderate it: the air conditioning was either 'on' or 'off'.

I have no way of verifying the veracity of this anecdotal experience, but it did amuze me.

Bearing in mind that people (well, most) dress for the weather, it would make sense for the interior temperature of the train to partially track the outside temperature - so that it's (say) 21C much of the year, but 25C when outside is 30C.

Apart from being more comfortable, it would also reduce energy consumption and wear on the A/C system.

A related issue is the diffusion (or not) of the cooled air supplied to the passenger saloon. I've had to move seats on a double-deck train in the Netherlands due to the frigid wind concentrated on my original location.

If it's one of the type with a rounded roof, so that those on the upper deck sit (effectively) under a glass dome. I have roasted there on a sunny but cold day in February when there was still some snow on the ground outside. They must be a nightmare to cool effectively inside in the kind of weather we are currently experiencing.
