William Huskisson MP▸ (Member of Parliament, or Mile Post (a method of measuring the railway in miles and chains from a starting point - usually London), depending on context) was the first person to be killed by a train while crossing the tracks, in 1830.  Many more have died in the same way since then.  Don't take a chance: Stop, Look, Listen.

I know it's been discussed before, but just what exactly constitutes 'an unusually large passenger flow'?

Is it a flow of unusually large passengers?  Tongue Wink Grin

I guess with the christmas market shoppers some passengers were unable to get on the previous train which was stopping at Freshford and Avoncliff.

The 1632 would certainly have had capacity as it was 5 coaches, due to the rugby in Cardiff (and indeed wasn't even full leaving Cardiff as the stadium was considerably slower than usual to empty).

As an aside, in the morning the 1001 from Nailsea into Bristol (2 coaches) left around 20 unable to board as it was completely jammed inside with Xmas shoppers.

BBC» (British Broadcasting Corporation - home page) Points West reported an extra 30K visited Bath today which isn't unusual for the time of year with the Christmas market. Even with a small percentage of these extra visitors using the train would have ensured services to/from Bath would have been busier than usual though I'm sure any town/city was a busy day today.

This reference to flow of passengers is a TOC▸ (Train Operating Company) standard reason.   It is completely unsatisfactory as it can be difficult to comprehend in many instances.
