Three of the four bidders for the Great Western Franchise including First were in Plymouth yesterday (Wednesday) for a "Meet the bidders" presentation.Local businesses are determined to get the best deal they can. They say better rail services could be worth ^94 million to the economy of Plymouth alone.

I assume NEx and Arriva's stance was 'we plan to vynil everything in sight then run it into the ground'....

A company vying to run the region's rail services through the Great Western franchise has identified punctuality and increasing passenger numbers as key issues.

National Express, one of the four transport companies in the running, met key players in the public transport sector in Bristol yesterday to discuss the 15-year-contract, to start next April.

The full details of what the Government wants from the successful bidder is likely to be revealed at the end of May, though National Express cannot say what will be in its bid.

It is being led by Elaine Holt, who has a solid background in the sector, having run First Bus in the South West and also being involved in National Express's bid to run the East Coast Mainline Franchise. She said: "This is an exciting time for the area and there is ^7 billion worth of investment going into the route in the next five years. There is electrification and the upgrading of the signal system and there will also be an upgrade of the rolling stock. We are looking at a major increase in the number of passengers using the service. There are exciting times ahead and we want to be involved in that process."

She added: "We have already been talking to stakeholders and the key issues are coming through very clearly. The things people have been talking about are the overcrowding on trains and the cost of tickets. We have been getting lots of comments on these issues. There have been lots of comments about customer service when it comes to issues such as wi-fi on trains. This is a 15-year franchise and it is important we get things right."

Rail minister Theresa Villiers officially announced the four short-listed bidders last month.

First Great Western Trains Limited opted to end the existing franchise early in order to put together the bid for the 15-year franchise.

The company believes the investments it has already made, and the improved service towards the end of the original contract, will stand it in good stead.

FirstGroup is the only operator selected to bid for all three of the franchises up for grabs, also including Essex Thameside and Thameslink.

Ms Villiers said the aim of the new franchise was to introduce better services, safer stations and more convenient ways to buy tickets.

National Express and its three rivals, First, Arriva and Stagecoach, will receive the invitation to tender in May, with the winner being announced in December and the new contract starting in April 2013.

Operative word. 'were'.

Leopards don't change their spots. Everyone thinks just because Elaine Holt is running the bid team she is NEx. She isn't, she's just there to win the bid for NEx. The company remains the same. Vynils R Us...

FGW (First Great Western) were put on the naughty step by SoS Ruth Kelly in 2008, coming very close to being stripped of the franchise for exceeding their franchise cancellation threshold and then falsifying the records of those cancellations.

FGW is a completely different beast now.

Same goes for National Express. They are no longer encumbered with the financial problems that Richard Bowker saddled them with following poor decisions made between 2006-2009. At that time NatEx Group's share price fell off a cliff and the Group came very close to being swallowed up by a rival - both First Group and Stagecoach were circling.

National Express are back from the brink.

Probably fair to say that all four bidders have things in their past which are considered less than positive by some parties.  However, that's what you get from being big and around for a while.  All four are also well established in the operation of rail franchises and are perfectly capable of doing a darned good job, given a specification that allows them to do so, and a regime that encourages them to do so.

Indeed. And most of FGW's early performance issues stem from the way the franchise was specified in terms of the size of the West unit fleet. Having looked at that spec and and the fleet size that resulted the only change was the retention of 8 x 143 instead of 8 x 150/2, the 143's being of lower capacity and lower reliabilty than 150/2. Three of them were 'Franchise Assets' however and therefore didn't attract a leasing payment. Of course if you haven't got enough units then reliability and capacity suffers. The then MD of FGW being Alison Forster who seems to have walked FGW into that particular difficulty and who's name is now being mentioned in connection with NEx. Doesn't to be honest inspire any confidence to me that doesn't.

Perhaps they should go and try being back from the brink somewhere else. Haven't really follwed their fortunes since they left the area in 2006 and havent actually missed the chicken wire and Isopon approach to unit body maintainance. NEx didn't do maintainance as such as nearly all the unit maintainance was done under contract by Arriva at Canton Car sheds, this seemingly being an expectation resulting from the split of Wales and West into two seperate buisness units. The only depot under their direct control being Exeter which is where demic units ex Canton were sent to be put right. The fleet suffered from this approach and from being diagrammed into the ground. First have taken all the maintainance in house except for coded under body and bodywork overhauls which are done under contract elsewhere, NEx's approach was just to ignore the body overhauls and apply more Vynil / filler where neccessary. It seems to have taken a lot of investment by First and the owning ROSCO» (Rolling Stock Owning Company - about)'s to put all of that right and the process continues with the units aquirred by FGW in order to get the fleet size back to the figures which ran at the end of Wessex Trains, the main difference is that more of the units actually work properly these days than did in March 2006. You can't help but wonder if NEx had won the day in 2005 whether the HST (High Speed Train)'s would all still be running around with Valentas held together with Vynil rather than being repowered and refurbished First being the lead company in that particular project.

The main difficulty of course is the way the franchise is specified by the DfT» (Department for Transport - about) and all bidders will be expected of course to put in compliant bids in order to be in with a chance of winning the bid. And the more mention of cost cutting and McNulty as you can fit into the bid document the better... Which is propably why we shall end up with Japanse Shinkansen five car Railbuses running around in the place of HST's whoever wins the greater western franchise. The services to the West of England are still being discussed but I'm quite sure NEx probably has some scheme for underfloor engined nastiness (Meridians dsplaced from a part electrified MML» (Midland Main Line. - about) by IEP (Intercity Express Program / Project.)?) in place of the 15- 20 HST's First are proposing to refurbish and update for these services.
