So its an outrage to dump the water into the sea that was taken from the river, untreated. The river is flowing to the sea, so the water would end in the sea anyway. It just takes a detour through the cliff railway

Indeed: the laws of physics render this whole idea laughable (which, I suspect, is what the author intended).

The worrying thing was I think the author was genuinely outraged by the water being dumped in the sea.
And devon and cornwall aren't part of the drought neither

I'd like to think this letter was sent to the North Devon Journal some 50 odd days ago with a request that it be published on April 1st.

If not, then Dave Walden really needs to go back to school.

Let's take this seriously for a minute.

The Lynton & Lynmouth Cliff railway works thus:

The car at top of cliff fills watertank till full:

When top & bottom cars are ready to go bell codes are exchanged:

The operator on car at bottom discharges water till the weight of the top car over comes the weight of bottom car and lifts the now lighter Bottom car:

Now if 20 Passengers are taking 20 X 2 gallon buckets up with them then to overcome the extra weight of the 40 gallons of water in the bottom car, then the bottom car will need to discharge an extra 40 gallons of water to overcome the extra weight:
Total water saved is ZERO
