On the national railways enquiries. Why do it let me put in my Senior citizens rail card for trains before 9am and give me a cheaper price then I should be getting

Which particular journey? 

There's no general time restriction with the oldies card, it will allow a discount on any fare EXCEPT for travel WHOLLY WITHIN the Network Card area, in which case it becomes valid whenever off-peak fares become available for the particular origin and destination.

That isn't tied specifically to 0900.  The T&C explain it this way:

Time restrictions
The Railcard discount isn^t available on tickets for travel during the morning rush hour (peak time), Monday to Friday (excluding Public Holidays) for journeys made wholly within the London and South East area. The times of morning off-peak services do vary by route and are normally related to the availability of Off-Peak Day tickets. It's best to check with ticket office staff before buying your tickets.

To add to what paul7755 said, here's a link to the map which shows the 'Network Area', where a Senior Railcard cannot be used on journeys wholly within the marked area in the morning peak:

If your journey is wholly outside this area, or it starts or ends at a station outside the area, then your Railcard is valid at any time.

Travel would be from Bristol Parkway to Exeter catching the 06.34 train and coming back on the 13.24 Exeter to Bristol Parkway. Its an Anytime ticket costing ^30.50 if i put in a Senior citizens rail card it comes up ^26.5

That journey is wholly outside the Network Area, so the Senior Railcard discount can be applied.

Discounted price for the Anytime Return is ^20.15.
