1706 from PAD terminating at Newbury?

Just returned home tonight to Thatcham on the 1706 semi-fast HST^▸ (High Speed Train (Inter City class 43 125 units)) from PAD^» (Paddington (London) - next trains).

It was advertised as terminating at Newbury.

Is that normal?

I'm assuming it is temporary while Dawlish is shut... 1C94 18:33 which is the stopper to Exeter, is currently the 18:35 terminating at Westbury.

The HST^▸ (High Speed Train (Inter City class 43 125 units)) used for the service then runs back empty to London Paddington to form the 2000 Bristol service, so I imagine it is because of a shortage of HSTs to otherwise work the 2000 whilst Dawlish is shut.

Kinda limits the options for commute home for the good folks of Hungerford, Bedwyn and Pewsey.

The 1733 from Paddington, usually to Paignton but currently to Westbury, is making additional calls at Hungerford and Bedwyn at the moment. It already calls at Newbury and Pewsey, but as of the last timetable change the 1706 hasn't called at Pewsey, running fast from Bedwyn to Trowbridge. Kintbury does lose a direct train through from London, but the connecting service from Newbury to Kintbury is only 20 minutes after the 1706 arrives from Paddington, or an 11 minute connection from the 1733 from Paddington.

Thanks, I will admit that I'm more focussed on the 1706 and 1806, as they are the HST^▸ (High Speed Train (Inter City class 43 125 units))'s that stop at my home station.
