I suspect that many old steam locos that are rusting in sidings are now beyond economic repair. Some need so much work that any "restoration" might be better called a replica incorporating a few original parts.
According to newbuildsteam.com all the
GWR▸ rebuilds use donor locomotives extensively (because they are available) whereas attempts to recreate locomotives of lesser railways are evidently scratch builds (except for light conversions) because there are no "used" components available. Frames, heavy castings, forgings and even boilers rarely wear out (completely) and are large capital items.
