I suspect that many old steam locos that are rusting in sidings are now beyond economic repair. Some need so much work that any "restoration" might be better called a replica incorporating a few original parts.

Newly built steam locos should be more reliable and have longer intervals between servicing than old ones.

Increased power output as compared to the originals is also possible. Modern materials make higher boiler pressures viable, for both increased efficiency and more HP from the same basic design. Roller bearings reduce friction and give a little more net HP whilst reducing maintenance.

I see no fundamental reason why new steamers should not haul heavier trains (more tickets for sale) at greater speeds (easier pathing on the main line) than preserved examples.

I also see another reason to encourage the building of new steam locomotives. I am somewhat concerned at the state of world affairs, and consider that an EMP attack might occur. That would kill all electric traction and almost all diesels. A handful of steamers could permit of a service every week on most main lines.

According to newbuildsteam.com all the GWR^▸ (Great Western Railway) rebuilds use donor locomotives extensively (because they are available) whereas attempts to recreate locomotives of lesser railways are evidently scratch builds (except for light conversions) because there are no "used" components available. Frames, heavy castings, forgings and even boilers rarely wear out (completely) and are large capital items.
