Conductor / Train Manager / Ticket Seller
being watched by an Inspector
in turn being watched by an inspector of inspectors.

"Meta-data" is data about the structure and form of data.  So is an inspector of inspectors a meta-inspector?

I was concernd at the safety case ... all three piled off the train at each intermediate station and climbed back on last minutes as the doors closed.  Quite enough to put any Train Manager off his stride.  Our CRP (Community Rail Partnership) rule specifically rule out at-station duties for our on train teams as we believe there's a risk involved that can be avoided. Presumably such rules don't apply to the teams of inspectors?

P.S.  The 08:02 Wick to Inverness cancelled because of a lack of a conductor - next train 12:34, seemingly no contingency plan in place. Yet ScotRail find THREE to travel on this other train.  Something odd there?

Would take longer to source a coach ( might be from Inverness, not many in Wick!) and drive than wait for the next train's arrival maybe?

Could have done ... there were a mighty lot of coaches doing school runs in Wick at the time, and a total transport solution would have had one of them do a run to Inverness and back while the pupils were in school for the day.
