Whoever holds the reservation, as long as the seat was clearly marked as reserved.

If there is a valid reservation, and its clearly marked in the usual fashion, it doesn't matter how well-known or perceived as  important someone else is, the reservation stands.
If someone chooses to give their seat up to a 'famous ' or even not famous person, that's up to them, but don't expect any sympathy.

The only exception would be for someone with a baby or disability, where common courtesy would dictate allowing them to use the seat.

Going by the typical standards of news reporting these days, I consider it possible that the original occupant of the seat who was ejected MAY have considered that they had "booked" the seat by getting to it first rather by an official booking.
Then the person with the ACTUAL booking turned up !

I have observed this in the Pullman on the 18-03 from Paddington, when a customer would arrive in good time and "book" four seats by sitting on one and placing belongings on the other three.
They would be most aggrieved if I turned up with an actual booking.

A proper intercity train has a minimum of 8 coaches, gangwayed throughout, with first at one end, and a full sized buffet car between first and standard.
It has space for cycles, surfboards,luggage etc.
A 5 car DMU▸ (Diesel Multiple Unit) is not a proper inter-city train. The 5+5 and 9 car DMUs are almost as bad.

If I was ever on the programme Room 101 then this along with people sitting on the outside seat on a packed service would be on my list. Its the sighing and huffing when you ask the to move themselves or their belonging that really winds me up.

I suspect though I'm nothing like as tolerant as I use to be.
