And imagination is not really called for - a Google News search for "Charlbury" immediately brings up the Oxford Mail's

Looking at the state of the campers walking around Charlbury today, I wonder how many were up and alert for a train home at 5.30am, but maybe a few were...!

Yes, the 'overcrowding' in these instances is often caused by people asleep across more than one seat.
