Highways in Wales are, I believe, the responsibility of the Welsh Government. However, from a quick look at the article, I see that the Rhondda Tunnel is disused rail infrastructure so belongs to Highways England (AKA▸ ('also known as') National Highways) despite being in Wales. What a bizarre suituation; things would probably make more sense if the British Rail Board (Residuary) hadn't been abolished.

Don't DOO▸ (Driver-Only Operation (that is, trains which operate without carrying a guard)) it, keep the guard (but it probably wouldn't be a bad idea if the driver unlocked the doors on arrival at calling points).

You of course mean that Trunk Road and Motorways in Wales are the responsibility of the Welsh Government. Local Highways are the responsibility of the appropriate County or County Borough Council.

You make a good point though about Highways England (I won't use the new name as I have my suspicions that the renaming was a deliberate attempt to undermine devolution) being responsible for the historic railway estate outside England.  Perhaps it should become the responsibility of GBR▸ (Great British Railways) when it is formed.
