I confess to having used some of these services in the Los Angeles area, and looked at and found to be impractical (and I got that gentle smile reserved for the village idiot) the service from Manasas into DC (Direct Current)

I used those (or very similar) gallery coaches on Caltrain when I was staying somewhere I've forgotten the name of (it was way back in the 90s) south of SF. I rather liked them. And as for "saving on labour" they actually seemed to have the conductor come through very frequently. One, I think, one conductor per train though. I used to like to sit in the gallery, but then I used to like to sit on the top deck of buses.

The point about track ownership is interesting. I guess in the UK (United Kingdom) (and most of Europe) it's almost the other way round, with private freight operations having to squeeze between passenger services on state-owned track.
