In brief....

Cornwall Council decided to 'go green' and develop a cycle network across the county. Those developing it went a bit spaced out designing a simply huge scheme that would have been effective but .... I believe that to improve linking routes up at least two property compulsory purchase orders were 'required', once again this is for a cycle route The bean counters finally got in on the case and rapidly pulled the rug from under it

Some elements have been built BUT there's no connected up system likely.

A related matter is the dualling of the A30 between Chiverton Cross and Carland which bisects the main St Agnes - Truro route. A tunnel has been constructed for cyclists which will be dark and foreboding, as part of the grand scheme, there's now a campaign for a bridge to be built too.
