I think 1W15 was the train involved, just outside Charlbury.

It was cleared around 1130 but then a track inspection was required, causing further delays

The knock-on effects of this affected 1W01, the 09:52 from Paddington to Hereford.  The crew for this had been delayed. It departed Paddington 20 late and was cancelled after Great Malvern. The return working, 1P04 13:18 Hereford - Paddington, was started from Great Malvern.

Looking at RTT» (Real Time Trains - website), the "train in front of this one" looks to have been the stock for the now-cancelled 1P20 08:15 from Shrub Hill to Paddington. The stock is now on its way to Paddington as empty stock, via Stroud.

Meanwhile, a cosy Turbo:
Quote
08:15 Worcester Shrub Hill to London Paddington due 10:23 has been reinstated.
It will be started from Oxford.
This is due to a fault on this train.
Will be formed of 2 coaches instead of 5. First class not available. Catering is not available. There are no reservations on this service.
