I read that tickets are not transferable so am I technically not allowed to go to the station and buy a ticket for another person if they are not with me at the station.

This is my understanding as a passenger...
IIRC▸ the national conditions of carriage say that you can't transfer a ticket to a person for whom it wasn't brought. This means that you can buy a ticket for a friend even if they are not there with you. Similarly a businessperson could ask his/her secretary to buy a ticket for him/her.
Technically it would seem to be illegal to give or sell a ticket to someone whom you did not have in mind when the ticket was purchased. However, I am sure that you will appreciate that it is very difficult to prosecute someone on the basis of what is supposedly an intention without an ability to read people's minds.
I suspect that the only time that the TOCs▸ are motivated and able to enforce the rule is when you get ticket touts collecting unstamped or rover tickets from passengers and reselling them. The rule in the NCC allow the TOC to treat the passenger who has bought his ticket from a tout as not having a valid ticket (because it wasn't brought for them. It allows them to target those who buy from touts rather than just the touts themselves (although they would have to have some evidence, ie have seen, the purchase from the tout).

Ever been to a car park that charges all day, often motorists leaving will pass on there ticket to a motorist just arriving, whats that got to do with FGW▸ , well for travel within the St Ives Branch Only, tickets are Rovers allowing unlimited travel for the day so often day trippers leaving the Lelant Saltings Car Park will pass on their tickets to evening vistors. Nice one and certain to screw up the "foot fall" figures.  |

In the case of car parking - good. It is a rip off.
ALL station car parks should be FREE for BR▸ customers - with barriers if possible to restrict entry.
Let's expand car parks by getting rid of the old sidings and abandoned land (and not sell it off to build houses).

But tbh, the meaning is the same whether the TOC▸ is First Great Western, or Worst Late Western.

Bit impossible to do at the saltings as you actually have to drive past the person selling tickets and buy it from your car window, and i've NEVER had anyone get on at the saltings in the evening that has already got a ticket so I really don't think it's as rife as you make out smokey! |

The ones which issue tickets with little tabs on the sides cannot. |
