From Saltash Rail Users Group :

Network Rail are still reporting signal problems around Acton. This is limiting the number of services that are able to run in and out of London Paddington.

The knock on effect for us in the South West is that services are being delayed getting into Paddington and are subject to delay coming out of Paddington. As I write the 1634 from Paddington is due Saltash at 1707 and the 1734 is currently running 25 minutes late.

The status of later services are not yet known, but anything leaving around rush hour could be subject to longer delays.

Please check real time train information at www.nationalrail.co.uk or www.firstgreatwestern.co.uk.

Local services are currently not affected.

Independent investigators have been brought in , apparently (links below.)

The 1634 does not exist. I presume you mean the 1633, in which case this does not stop at Saltash and terminates at Exeter!

The wrong thing to presume, I think.  I would guess that all the times quoted are Saltash arrival times - a.k.a "The service from Paddington that is due to arrive at Saltash at 17:34".

Yes your right, wronhly worded by me. But this is sent primarily to our user list who probably got the right end of the stick! All times I quoted were for at Saltash.
