cant comment on plymouth but exeter is already over capacity roadwise, it doesnt matter how much they spend on sandygate roundabout, once your past that getting into exeter is a nightmare! how will this help and why isnt the cash being spend on rails ?!

Plymouth for the Sherford development is also over capacity, unfortunately there is no rail alternative.  There are plans for light rail, but yet these tracks run on road on the most busy part of the route. 

It doesn't help that PCC▸ (Police and Crime Commissioner) have in the interests of safety narrowed the main route out of the city to one lane and altered traffic light timings and causes near permanent jams.

It has been suggested that this could have been done to justify a congestion charge.  Is the A374 now single lane from Cattedown to Marsh Mills?

No!  Thankfully!
The single lane bit is just after it diverges from the A379 past Prince Rock, with the traffic lights beyond (where the A379 inbound traffic turns via Heles Terrace to reach the A374) with the new timings.

The new Drake Circus complex has also caused major congestion around the A374 and Royal Parade, even more so now soutbound traffic has to go around Charles Church roundabout and back up to access the mall car park. 

There's not enough road space to accommodate queuing traffic in both cases.

Sherford is would dump more traffic onto the A379 through Plymstock, which is now single lane until you reach Billacombe (inbound) and Pomphlett (outbound), when it's 2 lanes over Laira Bridge, it's here the light rail would run on the road, but also where the congestion caused by the A374/Heles Terrace junction.

That junction could easily be eliminated by routing Kingsbridge to Marsh Mills traffic via Cattedown.

PPC's plans include:

Light Rail has been dropped for Bus lanes.
A374 to Marsh Mills bypassed along Gydnia Way (single lane in both directions), the existing A374 outbound routenarrowed to single lane to Plymstock.
Heles Terrace made 2 lane outbound and bus/local access only inbound with a new slip road off Gydnia Way to Plymstock.
