My apologies that we needed a restart (see post above) ... and the new meeting defaulted various settings.  Lesson learned (by me!) for next week.

It's much easier on the admin of meeting to work without a waiting room and we can continue to do that using a different URL each week.   

We are using the forum's member registration system to sign up newcomers for the meetings and only publishing the URL in the Member Service area. Can I please ask that members do not share the meeting URL outside members areas ... please bear in mind that it contains a password ...and you probably wouldn't want your password shared, would you

Those present

In my notes from the last meeting, I listed those present using their forum handles. I was not able to cross-reference all the Zoom names this time, so rather than attempt to list them I will simply state that there were at one stage 16 people present.

I have referred to speakers in these notes by initials; hopefully that will be enought to identify them.

As before, the Coffeeshop's area was thoroughly represented.

Coronavirus and travel restrictions

RS suggested that the dangers of travelling by public transport may have been overplayed.

SI made the point that there is a big difference between London, where masses of people travel on crowded commuter trains, and the rest of the country.

LF described the situation in France, where social distancing is based on 1m separation rather than 2m. This means that only every other seat on trains is out of use, with a buffer zone around the driver. Fares are not being collected to avoid contact. Where he lives, usage is light.

DR stated that the instructions (not guidelines!) for transport are coming from Public Health England, not transport experts. He also said that British Transport Police are stopping people from making non-essential journeys by train.

BC highlighted research suggesting that stations might be a transmission hotspot for Coronavirus because the virus may be carried on particulates such as diesel exhaust. However she has also heard that disinfectants can be effective against the virus for 6 to 8 weeks.

Other lobby groups

TW bristled at the (unintended) implication that cyclists and the auto trade were both part of 'the opposition'. As public transport campaigners, we are very much on the same 'side' as active travel campaigners.

Zoom

At about 16.30 the meeting was abruptly halted. Zoom has recently allowed sessions to go beyond the 40-minute limit it applies to 'free' users, but on this occasion it closed the meeting. This may have been due to the number of attendees, or possibly a change in policy.

grahame restarted the meeting, but unfortunately some users were left in the 'waiting room' for a period and missed much of the second part.

There was some discussion about the best way of getting the chair's attention in a large Zoom meeting such as this.

TW had attended a large Zoom meeting earlier in the week where attendees physically wave when they wish to speak; Zoom also has a mechanism whereby attendees can raise an electronic hand. Agreeing which system is to be used could help ensure that people get a chance to speak.

I'm sure you're right ... but (as I'm sure the Zoom people intend  ) there is now a "Pro" account we'll be using.   So it's a past (or is that passed) issue.  Next hurdle is when we hit 100 attendees!

My point being...everyone can partake in a thread, so why not just use zoom for socials? There are a couple of points I'd make, but frankly, can't be ar*sed to create a new thread, copying across enough for context, where I could easily be the only one to comment above those present at the meeting.

Thankfully, it doesn't seem that the conversation got very far this time....

The idea is to complement the forum and not to compete.   The meeting is being noted rather than minuted - giving a lead to other conversations but not a verbatim record for posterity and, indeed, that does encourage a more sociable and informal approach.  I'm noting that our discussions on Zoom were strengthened by contributions from members who are read-mostly, and that adds to our strength.

It should probably be in "Member Services" as the meeting was for any members - not only those who have posted sufficient to join "Frequent Posters".  We are requiring people to sign up for the forum and log on for the meeting code to ensure we have participant's agreement to our code of conduct and don't get him with spam guest issues. 

I will move this thread to Member Services in 24 hours - that gives anyone who's contributed an opportunity to ask for it not to moved the less restrictive board - I don't see any comment that people would want to keep private in the thread, but I have to ask.

For notes after the meeting next Tuesday, I see no reason that they cannot appear on a public board provided I make it clear at the start of the meeting that may happen.   That is not something I said last Tuesday, so "Member Services" is as far as I can go with this thread.

Just four members attended this low-key meeting.

Some of the issues discussed:

Mobility hubs

It seems surprising that Newtown ticket office is to close, when the idea of Mobility Hubs is being encouraged. A ticket office could be the nucleus of a Mobility Hub.

In this case the office is to close because the service on the line has reduced due to Coronavirus.

Service recovery

Will some services never recover from the Coronavirus lockdown? Will some stations, or even lines, never reopen? Lee pointed out that in France many regionally-funded local lines have been mothballed for years, and anticipates that a significant number will never reopen.

Services with high volumes of tourist and leisure passengers are more at risk than commuter routes; however bus and coach services are probably at greater risk of closure.

Isle of Wight

Some closed routes on the Isle of Wight have been shortlised by the government's 'Restoring your Railway' ideas fund. It was felt that the route to Newport had a stronger case than the Ventnor line. It would seem sensible to drop the ban on extending 3rd rail electrification, though this would make it difficult to retain the The Isle of Wight Steam Railway in its current (sic) form.

I'm told that the internet is available if you stop during your ride in many locations - even at the top of mountains.

Later today ... I suspect message on public transport usage changes as we head for summer and have (in the UK) far lower infection numbers and a low "R" rate, almost undoubtedly helped by distancing, masks, cleaning etc ... but hindered as we are no longer in tight lockdown.
* How close to the wind are we sailing by travelling en masse again? 
* How does the economy of trains and buses now work?
* Does the crisis offer the government to "renationalise on the cheap"?

I'm not expressing a view on that last question, nor whether they are doing it ... I may next Tuesday

From a pretty widely read and shared bus forum ...

So we have free car parking in most counties in the South West... and now we have £10 off a meal Monday to Wednesday in August for the hospitality sector...

So how about a little sweetner for public transport sector?

How about a £10 voucher to use on buses, trains, trams, ferries? 

Public transport is subject to the same social distance (and available seating) guidelines as restaurants.... Plus lets face it public transport is still hardly being used...in alot of areas?

Should this be done as part of any future "Catch The Bus Week"?

My reply

The DfT does not yet want promotion of trains, which they are funding ... and I suspect the view on buses which are also being funded is the same. "Further to this key change to switch to the ‘safer travel’ message I have been asked to clarify that we can’t yet start promoting travel by [train] ...."

Sad. Feeling that our stable door might be opened once the other riders are just specs on the horizon and there will be a big catch up job. Various operators (local to me / not Somerset) have expressed a frustration at the lack of encouragement to fill spaces they are carrying around.

That bolded quote is from a train operator to its community rail ... there are numerous indicators from bus and train operators that they are ready so safely carry more passengers, but are being ordered by their paymasters to run services but not promote them.   And of course, if you're being funded by the DfT and they ask you to jump, you don't ask "should I jump", you ask "how high".  Bus and train operators and Community Rail Partnerships are largely funded by / via the DfT at normal times, and at present that funding is near-universal.  Has even Community Rail become government's lieutenant in this matter?

A group of around half a dozen of us sit around the virtual fireside and chat over what's happening in our world, the world of public transport, and on GWR.   An excellent opportunity to find out what's going on across our area and beyond, learn and compare, to put voices and faces to names on the forum, and to help feel in touch if a lack of travelling is making you feel isolated at present.

All posting members welcome.  And I do mean welcome ... this Tuesday just gone, I had a bit of a grouch about organisations which encourage prospective members to their (physical) meetings but then don't take steps to make those newcomers feel included.

The 4 p.m. was reached through a poll ... and a couple of regulars leave us if we overrun a bit (which we usually do) ... logic suggests it should't move.   Secondary logic suggests a further look;  really messy this trying to find a particular time of the day week that works for everyone.   Same problem with other community groups.

Floating an idea ... an evening later in the week, say Thursday at 19:30, or some other time I get a load of "any time but" or "any evening but".  Wouldn't expect many of us.   Wouldn't expect too much attraction from Tuesday. Does the idea float for any of you?

Here are some Coffee Shop visitor patterns - "when are we busiest?" so "what is the best time?" thoughts





Pretty even spread ... sawtooth at the end of last week probably shows the effect of the server problems, and I sense a slight quietening late afternoon / early evening in the top diagrams.  I have gone (on those) for a long term view (90 days on the left), current (7 days on the right) and the prior fortnight (to look recent but away from server issues. As Google analytic chooses its own colour and scaling, we're looking to compare the pattern within each diagram and the colour change between the diagrams is probably a distraction.

"Tuesday Club" is not about numbers though ... ditto for any such meeting;  I'm conscious that perhaps just half a dozen of us are gathering, but it really works, no incremental cost of each meeting and it really helps link individual people - quality not quantity, if you like.  Number wise ... on Saturday I asked "please soak my server" and 20 different people posted that afternoon, what is normally the quietest day of the week; the zoom sessions are not for all.

Just weighing up thoughts at present.  Absolutely not pulling any plug on Tuesday afternoon. If we have moved  from hiring the event room at the pub to gathering around a table in the lounge, so be it ... and we might have another group gather around a table on some Thursday evenings too.

The Tuesday Club Zoom meetings have proved to be a real bonus for me, enabling me to feel closer to things in the UK from over here in France.

I would probably attend both the Tuesday afternoon and Thursday evening sessions. The only days that dont really work for me are Wednesdays and Fridays, as I am very likely to be out and about on those days.

An excellent chat yesterday afternoon - enjoyed your company, thank, folks.

As a very minor part of the proceedings, we touch on that thorny issue up-thread of the best time to hold a meeting.   For this week - ONLY at first, no promise of a repeat - an extra meeting tomorrow at 19:30 which has its own thread at http://www.passenger.chat/23890 .  For this one week, the meeting code is public, all welcome, and with a waiting room - partly because I'll be happy to follow up on stuff I'm doing this afternoon for a wider audience.  But IF we run other evening events, I would be minded to drop them back to "posting members".

Abstraction / dilution is a seed of concern.  I suspect it won't happen that way; several of us will be along twice in most weeks, and the overlap between users may not be all that great.

Tuesday Club yesterday (8th September) ... subjects we touched on included

How to bring things to people's attention and influence things as you move from being a protester to a partner. Organising volunteers and helping to ensure you have the right 'staffing' level for what you're doing.  Bus capacities. Has Community Rail moved away from being a true community movement into much more an extended government agent, with things like all the annual work of renewing acredditation (2 weeks plus employee time quotes) and the requirment to do what the TOC tells you.   Transfer of the Coffee Shop to(wards) a new server and whether we'll be going from http to https.  Minehead, current situation, and contrasting it to other still-closed heritage lines such as Bodmin.

Don't know what will be on the agenda next week ... but it will almost certainly be just as wide ranging!   All posting Coffee Shop members welcome;  please do not copy the invite outside the forum - if others wish to join in, they  are more than welcome to sign up.

[We / I] have protested at certain actions / decisions ... but always with an associated and strongly promoted lines of "this is what [I/we] believe should be done instead" and that also makes up campaigners.    And so, yes, always campaigners which has at times required protest.   As our overall objectives are shown to lie in the same direction as those of the people we are directing our campaign to, we become all the more partners, and the relationship becomes that much closer as we all work together towards a mutually positive set of outcomes.   

There's no singularity in being one or other of these roles - indeed, there are many things going on.  Just yesterday, partnership stuff in terms of rebuilding traffic, and at the same time some very strong protests indeed over initially suggested 2021 timetable holes, together with campaign-style suggestions of "this is how you can meet your objectives and ours".

All posting members welcome - a virtual group of us just above in-real-life social distancing limits - any member no matter how much they're shielding or in a risk group can safely meet up with others with similar views ... or enjoy a civil discussion with other informed members who's views are somewhat different.

We seem to be, again, at something of a turning point with a sea of lockdowns and tighter restrictions spreading our way from further north, and Wales is already locked down for a short period.  That's very noticeable looking at passenger number on and off South Wales trains at Swindon ... and that is very much just an aside outside the area.  What is it like within Wales?

Welcome to 2021.

Through the Summer and Autumn of 2020, we met on Zoom at 4 p.m. each week - usually on Tuesdays - for an informal chat as we learned the new world order / new situation we found ourselves in.  Sadly, we're all getting far too used to things as they are and (as discussed at recent Tuesday clubs), reforming to a monthly online meeting for the quieter (?) winter months.  Choosing, for no strong reason, the second Tuesday of each month - still at 4 p.m. so - 12th January, 9th February, 9th March ... by which time I suspect various world metrics will have changed.

Should member(s) wish for an extra zoom session ... a group, a specific subject, for an individual chat, etc, please just ask ... we have the tools.

Get used to fewer trains, says rail body

Around 10% fewer train services should run once the country opens up again, compared to the pre-pandemic timetable, according to the chair of Network Rail.

The old pattern of five days of peak commuter travel may not return, Sir Peter Hendy warned the the National Rail Recovery conference.

Instead, leisure travel might boost weekend traffic, especially if limits on international travel continue.

Commuter traffic could return to 80% of pre-pandemic levels, he suggested.

"The service doesn't run better if you put too many trains on the track. We've proved that," said Sir Peter.

"You shouldn't try to get more out of the infrastructure than it can give you. All of my experience is that people prefer reliability to journey time."

Passenger numbers fell precipitously in March when the pandemic struck and have only partially recovered since. Many commuters are working from home and some businesses remain closed.

The government's timetable foresees a gradual opening up of the economy over the coming months. However some firms have already signalled some workers may continue to work from home for some of their working week.

Sir Peter said commuter traffic on the railways could remain at around 80% for the next one to three years, although he said that Network Rail, which manages the UK's rail infrastructure, were also looking at a range of possibilities between 60% and100%.

He warned that the working week could change so dramatically that commuter routes may only see one peak day a week and that ticketing options should be looked at to even out the service.

Leisure visits to family or for recreation could boost passenger numbers on summer weekends, he suggested.

"I used to watch the trains to the Cornish Riviera from Paddington and it was packed and we might need to get used to that again.' he told the conference.

"If Saturday and Sunday get busy in the summer we need to do engineering work at other times."

Rail minister, Chris Heaton-Harris, also acknowledged that commuting was not going to return to previous levels quickly.

"We are not going back to before - this is the new normal. We now need to fundamentally change," he said. Without a concerted cross-industry effort passengers might not return, he added.

In December the government said that it was "committed to providing a more flexible, modern ticketing system for passengers" and asked rail operators to develop flexible season tickets.

When many commuters travelled to work four or five days a week, a season ticket provided value for money. Part-time commuters currently face a much higher price per journey.

The Department for Transport expects "FlexiSeason" tickets to be introduced across England later this year, which could save communters "hundreds of pounds".

Mr Heaton-Harris said during the pandemic that passenger numbers fell to levels "not seen since the 19th Century" but everyone would work hard to restore business, and ensure a safe and clean network. He said this would require a "coherent approach, [where] innovation is needed more than ever".

Keith Williams, whose much anticipated rail review is expected to be published soon, described the pandemic as a 'Black Swan' event for the rail industry. The review had been due for release shortly before the pandemic began and has now been updated.
