That's what I deduced. Note that "Pathed as Diesel locomotive at 27mph!" is shown as a comment under the origin location, not in the usual place in the heading for the service. The timing load as booked was actually 60 mph, but it looks as if the timing was tweaked by hand (and the comment may be to indicate that).

What is odder still is that the poor thing was pathed to "stop or shunt for other trains to pass" eight times on the way to Bromsgrove, and that bit was done at under 30 mph. One the second half it had none of those overataking stops, and went a bit faster.

It gets as far as Castle Bromwich Jct on that diagram and disappears. It reappears as the 0Z57 1902 Bescot Up Engineers Sdgs to Doncaster Robert Rds leaving at 1958
Currently at 20.48 at Burton on Trent
