There are posters up at Barbican thanking people for the upkeep of the 'garden' on platform 3 & advising everything will be found new homes on the network as they are bringing that platform back into use.

I know no more than that.

Makes sense to bring additional platform into use on that part of the Circle / Met / H & C will give greater flexibility and really useful in perturbation

Possibly just slightly careless wording. I think it's only to be used as a stabling siding rather than an extra through track. More flexibility tends also to mean more things to go wrong so of limited value; if the points leading to the secondary route have a problem you can't use either route! The demise of the garden area is presumably because it's going to be adjacent to an operational line, albeit the platform itself won't have passengers walking along it.
