A report from last October which I don't think was linked at the time

https://bettertransport.org.uk/research/a-fare-future-for-rail-a-blueprint-for-fares-and-ticketing-reform/

The starting point is a look at the current system and how things are over complex and a bit odd

Links to both the summary and the full reports via the link above.  I encourage to you to read them because they go beyond confirming what we knew that the current system is not really fit for current use and actually making suggestions.   Chance of anything being implemented prior to a general election is - in my view - slim; CBT(resolve) rather shared that view from what they were saying in November and much is about being prepared for the next steps once an election has taken place.

It's rather sad the CBT have to point out even the inconsistencies in the flexiseason system - a system that was only introduced in the recent past.  And that the most popular of fares - the OffPeak - is being withdrawn / replaced by something else in the LNER» (London North Eastern Railway - about) experiment on three flows.

For logged in members, for our Coffee Shop searches, and for long term archive the CBT summary is mirrored (here) and the fulll report (here).

It seems worth pointing out that the inconsistencies highlighted in the foregoing table could be remedied without changing the system of fares currently in place.

I have to say that I disagree with several of the recommendations in the summary report, including:
Quote
Government and industry should make advance fares with demand-based pricing the default on inter-city routes

Indeed, I can't support that either & have fed back to CBT(resolve) as I am on their supporters list.
