Although all work to reopen the line was abandoned a few years ago due to funding issues, new studies are being carried out with a view to reusing this 5.5 mile stretch of line.  Here's the news article:

Also I note that this was one of the very last lines with stations to be closed - see earlier posts from me highlighting Tunbridge Wells to Eridge, and this line.  And I wonder(ed) if the wrecking ball of services that the DfT» (Department for Transport - about) appears to have swung of late may extend even to some lines and stations; I am not (intentional) suggesting any GWR (Great Western Railway) candidates and it would be very naughty of me to ask why both Dover and Canterbury still need two railway line from the days on the South Eastern Railway and the London, Chatham and Dover Railway which merged in 1899.

Do "Ground Breaking Ideas" include a linear park which could be considered private land, like Battersea Park, with the potential for Segways, e-Scooters and the like to be encouraged?  Could, indeed, there be a resetting the admin on the old Midland line out from Bristol to Mangotsfield to allow that too, and perhaps corridors in other cities?

"Groundbreaking ideas" may be a reference to the Dudley Very Light Rail research facility which, I believe is involved with a proposed VLR system in Coventry. 
I'm not at all sure what the potential catchment area is like along the Watford to Croxley Green line but I'm sure that will help inform any future decision for the line.
