What should UK (United Kingdom) train operators offer their commuters as an incentive to move their journeys away from the peaks?

Being able to use the network railcard after 1900 from Hinton Admiral to New Milton or Christchurch. When I  often have at least one or two coaches of a 5 or 10 car 444 to myself. and have to pay full fare!
