I wouldn't say I am a fan of speed bumps, but how else do you restrict speed and hence the consequences of accidents.

I had a scan through and it keeps going on about bike hire, but Reading doesn't have any. Mainly because they have to improve the cycling infrastructure before anybody is going to risk their neck.

Interestingly ONS» (Office for National Statistics - website) do not seem to recognise SnTBs, although they do recognise Scottish Regional Transport Partnerships. Have raised it with them in the past but did not appear to be aware of their existence.

About the only place draftier than Reading station is the bus stop outside where you catch the bus to the hospital.

IMD is really designed to be used at sub-ward level (Lower Super Output Area - LSOA).

As Bmblzzz says you lose out as you "aggregate" up to larger areas, something known as MAUP (Modifiable Areal Unit Property).

Looking at Wiltshire: the latest 2019 IMD ranks it as 133 out of about 350 local authorities, 2015 version 132 out of about 350 local authorities, and 2004 ranks it as 138 out of about 350 local authorities. Reading is about 90 out of about 350 local authorities and is in the allowable list. The higher geography rankings change little between version, so it comes down to where the line is drawn to apply.

I think it is necessary that there are checks and balances with the government system. If the courts question something parliament can legislate to make adjustments they see fit.

News this morning https://www.bbc.co.uk/news/business-51665682 might cause the government to reconsider its decision not to appeal the Heathrow case. Can railways schemes also fall foul of this?
