The head of the ORR» (Office of Rail and Road formerly Office of Rail Regulation - about) was interviewed and feels they hace everything under control, an inspector almost imbeded and 6 others, which includes the ORR MD regularly visiting. They are still on an improvement notice, but have achiever everything required of them in the prohibition notice, thus the ORR needed to mark that notice 'achieved' and lift it

If you mean the Rail interview with Ian Prosser, I read that too and thought that his comments on lifting the prohibition were rather defensive and unconvincing and didn't sit well with the impression I got from the rest of the piece which was that Mr Prosser was a sensible, cautious and intelligent person well suited to his role.   I suppose that there can be no legal reason to impose the prohibition notice once the boxes are all ticked, but the haste  to lift it from WCR did seem rather unseemly.
