It appears the HLOS (High Level Output Specification) (High Level Output Statement) has become the PR (Public Relations) (Periodic Review)

ORR» (Office of Rail and Road formerly Office of Rail Regulation - about) has just launched their first consultation on this which can be found here

The email states

Rail passengers and freight customers need a safe, reliable and efficient railway. Our role is to support the rail industry to deliver this and to ensure that every pound of the public^s money is well spent.

Today, ORR has launched our first major consultation on the 2018 periodic review, known as PR18. This will play a central role in determining what Network Rail should deliver between 2019 and 2024, as well as the funding and incentives needed to support this.

Launching the PR18 Review, Joanna Whittington, ORR^s Chief Executive said:

"This is an exciting and important opportunity for Britain^s railways.

"ORR^s review will support a safer, more efficient and better performing railway, delivering value for passengers, freight customers and taxpayers into the next decade and beyond.

"Network Rail is increasingly devolving responsibilities to local managers who can work with local communities and businesses. We propose to support this by regulating the company in a different way, looking separately at its national and local responsibilities.

"To be successful, we need everyone^s ideas and involvement, both on this consultation and throughout the review.^

Surely the "Periodic Review" isn't new. It's the ORR» (Office of Rail and Road formerly Office of Rail Regulation - about)'s take on how well (as if ...) or badly NR» (Network Rail - home page) are doing their job, as seen by the regulators.  HLOS (High Level Output Specification) is the government's shopping list.

The HLOS (High Level Output Specification) is wrapped up within the PR (Public Relations) it seems now having read some of the consultation document - although it doesn't refer to it as the HLOS.

Indeed...mow hVing read most if this doc, the PR (Public Relations) is the process & HLOS (High Level Output Specification) is (one of) the outputs

It can be easily confirmed that there is no change, by googling ORR» (Office of Rail and Road formerly Office of Rail Regulation - about) PR13, which was the process that led up to the 2014-19 CP5 (Control Period 5 - the five year period between 2014 and 2019)...
