Published today: Pay-as-you-go on rail

Consulting on potentially introducing PAYG fares by various contactless methods ('smart ticketing') in a wider area in London and South East. Main option relating to GWR services would cover GWML and branches as far as Reading, plus all the North Downs. Wider option would go as far as Oxford.

A little bit TfLish? Could be an interesting idea, but you'd need to find a way of giving a clear idea of how much you were paying and showing that you'd paid.

It does seem to be written in parts with a London-centred commuting point of view. For example some of the questions related to having the wider option relate to being comfortable with high-ish total fares, yet this wouldn't be for short journeys within the 'outer circle' eg Radley to Bicester.

Not quite sure how you would fare if you make a break in a journey. Presumably pay more for two "half" journeys.
