A cynic like me would suspect that the money is intended for signage, publicity campaigns, and the like and not for significant actual physical works like lifts.

£20 million will buy a lot of signs !

"passengers with special needs should use the help point"
"keep wheelchairs and baby carriages well back from the platform edge"
"water for assistance dogs available on request"
"priority seats"
"wheel chair space"
"we are passionate about helping those with additional needs"

A proper intercity train has a minimum of 8 coaches, gangwayed throughout, with first at one end, and a full sized buffet car between first and standard.
It has space for cycles, surfboards,luggage etc.
A 5 car DMU (Diesel Multiple Unit) is not a proper inter-city train. The 5+5 and 9 car DMUs are almost as bad.

No mention of signage in the press release.   Roll Eyes

"The £20 million fund will be open for applications from stations in need of accessibility improvements, leading to small-scale enhancements such as tactile paving, handrails and Harrington Humps, which increase platform heights."

"Previous projects funded through the programme include the installation of Harrington Humps at 77 stations to help reduce stepping distances from the platform to the train; accessible toilets installed at 18 stations - including a Changing Places toilet at London Paddington - and a new footbridge and 4 lifts installed at St Neots Station, Cambridgeshire."

IMHO (in my humble opinion) the more stations that are modified, and the quicker they are done, the better.  Though Worcester Shrub Hill is one successful candidates from the CP5 (Control Period 5 - the five year period between 2014 and 2019) list where the work has yet to commence.

An at-level footpath connection from Platform 4 at Cholsey (Up Relief) to the top station carpark could be provided at a cost several orders of magnitude less than a million pounds. That would turn it into an Up direction accessible station. Lifts for cross-platform change at Didcot and Goring, with a short double-back, can provide a similar service for the Down trains. No expensive lifts required.

Not for Platform 1, although there is a slope which needs exiting one gate line and entering via the other.
