Alamy photographs have a similar image for sale on their website but only give the location as Devon.
I would hazard a guess at Staverton on the South Devon Railway

Stuving has the correct answer.

I travelled from Cheltenham. Usually I would have caught the 07:23 to Paignton but this is starting from Temple Meads at 08:12 at the moment Making connection from Cheltenham needs a start at 06:30 change at Gloucester.
So I caught the 07:52 Plymouth train instead. Normally the car park at Cheltenham is full by 07:10 so you might as well get the 07:23 but on Tuesday the car park was a quarter full at 07:30.

There where only 2 commuters to Bristol in my coach of the 8 car voyager. Normally both the 07:23 and the 07:52 are full from Cheltenham to Bristol. Onward from Bristol to Exeter there was 1 other passenger.

The local trains I used between Newton Abbott and Paignton where reasonably busy but not over crowded. A 4 car 150 going and a 3 car 166 on the return at 16:12.
I used the Steam railway to get to Kingswear as I would have had a long wait for the bus going and would have needed to use the dreaded 16:08 bus on the return this carries kids from the sports academy at Dartmouth and can be an unpleasant experience even without Covid. Last time I used this bus there was a game of football going on on the top deck. So now you know why Stagecoach use battered old busses on the 120.

When I got back to Newton Abbott I was expecting to have a 20 minute wait before taking an IET (Intercity Express Train) to Taunton and then the 16:25 ex Plymouth Voyager to Cheltenham.
However Cross country where running late and the 15:25 ex Plymouth HST (High Speed Train) was just approaching so I boarded that through to Cheltenham. It was quiet to Temple Meads but then due to the late running picked up quite a few passengers who would have used the later train north.
