...and I see the former Mayor of London was involved in the recommendations having worked with Peter Hendy at TfL» (Transport for London - about).  As a former TfL employee myself I almost inevitably have a slightly jaundiced view of my onetime boss but he does seem to be generally well regarded in the public transport world and by politicians of various hues. He has a particular knack of making sure his political masters know the implications of their policies (reintroducing open platform buses springs particularly to mind) but then getting on with the job and making the best of it.

He no doubt did a lot of good, but for most people his name will be forever linked with the disliked and fire prone bendy buses.
The much better liked new "routemasters" became known as "Boris buses" and not as anything to do with Peter Hendy, now Lord.

A proper intercity train has a minimum of 8 coaches, gangwayed throughout, with first at one end, and a full sized buffet car between first and standard.
It has space for cycles, surfboards,luggage etc.
A 5 car DMU (Diesel Multiple Unit) is not a proper inter-city train. The 5+5 and 9 car DMUs are almost as bad.
