it doesnt cause other trains to be late at Reading though! It causes other trains to be late at other locations where the lines meet like Didcot and Swindon.

It does, there is a bottleneck at Reading.

Obviously, it would affect Didcot as well.

GNER (Great North Eastern Railways) were quite often below FGW (First Great Western) even after the dreaded 06 timetable change!

A possible answer is that Heathrow Express is not part of the National Rail system, and Stansted Express is operated as part of National Express East Anglia.

I am happy to be corrected, though.

Gatwick Express is a franchised operator.

Heathrow Express is open access, and as Lee says, Stansted Express are part of NXEA (National Express East Anglia).

That's because the Southern franchise is under bid with the ORR» (Office of Rail and Road formerly Office of Rail Regulation - about) at the moment, it could be broken up  Shocked

Anything to do with Johnson rather than Livingstone being elected mayor? I know Ken was very much pushing that proposal.

I don't think that the DfT» (Department for Transport - about) / TfL» (Transport for London - about) could come up with a suitable agreement that either could agree to in order to allow the transfer. Besides, services between West Croydon and Crystal Palace and Surrey Quays will be transferring to London Overground as part of the ELR. The idea to carry all Southern Metro services over was to allow a more unified service but there was also stock problems as I don't think the new South Central franchise holder would want LO 455/377s on Horsham services!
