Why does this site use a 12 hour clock format with AM or PM when the railway uses 24 hour format?

While the default is 12 hour clock - you can set it to 24 hour in your profile.

I would guess (and this is only a guess) because it's based on software designed for Americans and the USA is a country that uses the 12-hour clock almost universally. If you state anything using the 24-hour clock ("military time") they assume you're a soldier and issuing them orders for some kind of combat mission. The default date format is also the American standard of October 12, 2011 rather than 12 October 2011.
